I got mine done at Dangerzone on Brunswick St in Fitzroy and they were fantastic. A couple of people I know have gotten pieces done there too and were both really impressed.
Chapel Tattoo guys are rude and unhelpful. I got mine at Eternal Instinct on St Georges Rd, Northcote. Tatoo Magic is also quite good, although both are pretty on par in terms of notability and credentials etc
I got both my little pieces done at Vic Market Tattoos. Lovely and friendly. They know their stuff. They're wonderfully clean and organised. http://www.victat.com/ They're a bit of an institution.
Tattoo Magic is also great - my good friend got hers done there and she had some serious shading done which was flawless!
If you're looking for something a little different you should check out Inkreation these guys - they do it all without machine and get wonderful fine lines you just can't get otherwise. I visited the studio and saw it being done and realized just how clumsy machine tattoos can look in comparison. They're beautiful. Really elegant. Theres no bleeding at all either. http://inkreationtattoos.com.au/
I have to disagree with The Midnight Owl - I have found everyone at Chapel Tattoo to be incredibly lovely and they are all experienced and skillful tattoo artists. I had my last piece done by Jane Laver there and it is truly tattoo perfection. Three of my friends have also had work done there and speak very highly of the place. So I highly recommend it. Jane is really good at old school style tattoos and also portraits (the one I had done by her isn't either of those, by the way - she is really an all-rounder!).
Also, Woody at Ire_Zumi Ink in Elsternwick is great, especially if there is a lot of shading involved. Adam from Ten-Ten in Camberwell is really great at Japanese-style tattoos - you would not go anywhere else in Melbourne to get this style if you wanted the best of the best.
It really depends what style you want to get. Everyone specialises in different things.
I absolutely second the recommendation for Inkreation on Brunswick Street, Fitzroy. Beautiful fine lines, incredible custom design, and a really pleasant and relaxing tattooing experience. The whole thing was just beautiful.
